Outlook 2003 + project server add in fails to install

We have a project server 2007 and we are trying to install the outlook add
in. It keeps failing telling us that it is not a valid installation. The user
is a local admin on the PC, has proper permissions on the site itself and
office has the latest updates. This has worked on other PCs but not this one.
Any suggestions would be greatly appreciated.
