Outlook 2003 proxy server

The network a machine exists on requires the user to authenticate when
visiting webpages Internet Explorer

If I setup Outlook 2003 with the RPC over HTTP, how would be able to
configure the proxy connection settings? I've tried connecting, and keeps
asking me for a password.

THIS IS NOT REGARDING THE RPC OVER HTTP PROXY.
