Outlook 2003 question

I also posted this in the Outlook group, but got no response:

Set up: Outlook 2003/Exchange 2003 on SBS 2003
PROBLEM: Ever since upgrading to Outlook2003, my PCWorld newsletters &
HotJobs search results come as an HTM or HTML attachments instead of showing
the HTML in the body of the email as they did before in Outlook 2000.

*My email format is HTML
*Exchange is NOT configured to block .htm or .html attachments
*Outlook -> Tools -> Options -> Security tab -> Change Automatic Download
Settings -> "Don't Download pictures.." is checked, "Permit Downloads from
Safe Senders/Recipients" is checked, "Permit Downloads from Websites in
Trusted Zone" is checked
*The domain the problem emails come from has been added to the "Safe
Senders" list
*The domain has been added to the Trusted Sites in IE6
*Some people have suggested adding a key to
HKEY_CURRENT_USER\Software\Microsoft\Office\11.0\Outlook\Security that is a
new string value -
"Level1Remove" = ".htm;.html"
This does NOT work to display the htm/html attachment in the body of the
email. This is probably because the attachments are NOT being blocked, so
this does even apply to my issue.
*Some people said that it's probably crappy HTML code that is causing this,
but this was not a problem for me on Outlook 2000 or Outlook 2002 (pre
upgrade)

I am completely out of ideas on this one. Can anyone help?

It shouldn't be that way. Even though "Don't Download Pictures" is checked,
the 2 checkboxes beneath it permit exceptions to that rule - meaning anyone
on your Safe Senders list and any sites in your Trusted Zones will NOT abide
by the rule and pictures *will* be downloaded. To have to uncheck that top
box would be admitting that there is a major problem with Outlook and I am
not able to use it as it is intended.

For a lark, I tried your suggestion anyway. It did not work. Thanks anyway.
