Outlook 2003 receives some email from Web Server, but not all?

I am running Outlook 2003 on a Windows XP operating system. My Email client
is Web Based but allows for POP3 access. I receive most of my emails in
Outlook, but occasionally emails remain on the server and are not downloaded
to Outlook. Have contacted the support for the Web Server, and they suggest
Outlook the problem. Have also investigated this via MacAfee support, as I am
using MacAfee Internet Security 2005v7. They have never heard of problem and
suggest Outlook is the issue. Help please?
