Outlook 2003; recipient E-mail formatting

Is it possible to specify the formating of an e-mail's Subject line in a
recipient's inbox?

For example: I want to send someone an e-mail, and in this e-mail i want the
subject line to read in a Red Font with size 15 Font.

I am aware the a user can specify these types of conditional formatting for
themselves, but i was wondering if another user can initiate this type of
formating without the other person applying certain rules.

Often times, the important flag can be disregarded due to its high frequency
of use, so I was thinking a change in font and color would be more adequate
for getting someone's attention.

Sure, you may change someone's interface, but anyone doing a filtration
system based on the font size/color (received) is not properly approaching
that task. Since, the relationship to font/font size is going to be a many to
many relationship, hence not a proper, at least as far as I understand it,
method for cleanly filtering data.
