Outlook 2003: Refresh items problem

Hi, all!

I try to migrate from Outlook 2000 to Outlook 2003. I have a public folder
and workflow in it. After creating new item in this public folder, it's
appeared in outlook view and I see all fields are filled with data. But when
I open this item UserProperties are shown as empty. I used debugger and it
also shows empty fields. But really it's not. When I close Outlook and run
it again I begin to see the data.
Cache mode in outlook is switched off. But looks like that's some kind of
cache problem. Any suggestions?

Some more information. When I save item my exchange event sink fill user
properties with data. And this data is not shown in outlook form (but shown
in folder view).
