Outlook 2003 refuses to start

I have W XP sp 2 in which my Outlook 2003 now refuses to start unless I
reboot, & then only once. I get a safe mode warning prior to the 1 start. I
have deleted & reinstalled, but still the same problem. Help.

Thanks for the prompt reply! Changing the dat file to old seems to have
