Outlook 2003 Removing Stationary & backgrounds as script. GPO not

I would like to remove the functionality in Outlook 2003 to use stationary
and themes. I have installed Exclaimer and have a script to remove any
signatures a user creates, but would like to standardise further and remove
any themes and other items a user can vandalise an email with.

I have tried the GPO's using ADM but the settings do not apply to the clients.

Any ideas??
