Outlook 2003 resets Internet Explorer text size

When you view an HTML message in Outlook 2003, it resets the Internet Explorer text size (View, Text Size) to Medium. I like to keep the text size in IE set as "Smaller", but this is reset each time I open Outlook 2003 and view any HTML email messages. Is this a bug?
