Outlook 2003 Rules & Alerts

I was wondering if anyone has run across this problem before.

In Outlook 2003 When I choose, Tools > Rules and Alerts, the dialog box
opens and close real fast.
I can right click on a message and setup a rule for that message but
after that I cannot disable the rule or edit it.
I have tried to un-install outlook and re-install and that dosen't
work.

Try starting Outlook once with the /cleanrules command line switch. It will
wipe out any rules you have and start you off with an empty rules store.

start with renaming outcmd.dat.

I gave the /cleanrules command a try, but it still didn't work.
Maybe there is just some conflict with the Outlook connector I use for
Hotmail.
