Outlook 2003 "Safe Lists Only" doesn't work.

Hi, folks.

I've enabled the "Safe Lists Only" option under Tools > Options > Junk
Email... > Options, yet, somehow, my inbox is still being infiltrated
daily by dozens of messages from senders who are neither in my
contacts or on the Safe Senders list.

I have many sorting rules set up, but they are only supposed to take
effect in the inbox, and the spam filter is supposed to take effect
*before* messages hit the inbox. So unless this is a long-neglected
bug I don't see how all this spam is sneaking in.

Any ideas?
