Outlook 2003 send but can't receive messages

I have the exact settings on my laptop (Office XP) and receive messages
without trouble. But Outlook 2003 on my PC won't receive messages suddenly.
All settings seems to be correct, time-out set to 4 min, but just won't work.
Please see if you can help me. Thank you!
