Outlook 2003 Send Error - 0x800CCC0F - Can recieve but not send

Hello - I am running outlook 2003 on an xp machine and out of nowhere, my
outlook stopped being able to send. It will still receive email. Here is the
error message:

Task 'pop.azuregroupusa.com - Sending' reported error (0x800CCC0F) : 'The
connection to the server was interrupted. If this problem continues, contact
your server administrator or Internet service provider (ISP).'

I have no internet connection problems. I have verified all the pop and smtp
settings with the email provider. I have unintalled and reinstalled outlook,
tried creating a new outlook profile, and tried running outlook in safe mode.
I have also completely tunred off all virus protection software during
troubleshooting to prevent that from interfereing with the send. Nothing has
worked, I am desperate for a solution. Any suggestions would be appreciated.

Some antivirus programs still interfere with e-mail traffic after
disabling their e-mail scanning function. The e-mail traffic still
passes through their transparent proxy (some AV programs even act as
mail servers and accept the e-mail before then passing it onto the real
mail host). In that case, you have to uninstall the AV program and do a
custom install where you opt to NOT include their e-mail scanner. Don't
know which one you have for AV software. AVG, CA, and some others
require you to uninstall and custom install (without e-mail scanner) to
actually get their proxy out of the data traffic path.

So is this e-mail traffic over a dial-up or high-speed connection?

I was running AVG - I completely uninstalled and still can't send. It's a
high speed connection. Any other suggestions?

Tried disabling your software firewall?

Got anything else that interrogates your e-mail traffic, like antispam
software?

See if you can telnet into the POP mail server. In a command shell,
run:

telnet <popserver> 110
user <username>
pass <password>
LIST
quit

This checks that:
- Your host can get to the mail server to make the connection.
- That you are using the correct login credentials.
- That the mail server will respond to POP commands, like LIST.
