Outlook 2003 send mail problem

When I send an e-mail message with Outlook 2003, it pops
up with the message:
"A program is trying to access e-mail addresses you have
stored in Outlook. Do you want to allow this?"
Normally this message pops up when a third-party program
tries to acces the Outlook address book.
I upgraded from Office 2000.

Any ideas?
