Outlook 2003 - sending images defaults to text mode

Im sending an image from a directory by selecting the image and clicking on
the 'E-mail this file' under the 'File and Folder Tasks'. When a new email
is opened it is set to text mode by default even thorugh I have it selected
to use HTML in the configuration. Also the signature is not showing. Any
suggestions on how to fix this?
