Outlook 2003 sending multiple copies. Still in outbox though

I am running Outlook 2003 SP2 on XP SP2. I am composing an email that is
about 2 MB in size. When I click send it goes to the outbox as always and I
see the send/receive progress box. Problem is it never completes....at least
that's what it looks like. It normally gives me a "timeout error" or a
"unknown error". The message stays in the outbox in the bold italic font of
an unsent message.

The strange part is that the recipient actually receives 30 copies of the
email message (one for each time I re-tried hitting send). The damn email is
still sitting in my outbox however. Note: receiving email works flawlessly.

I have read that this may be caused by a corrupt outlook profile so I
created a new profile...no difference. I did however send the same email
composed in linux running via vmware on the same machine and it works fine so
I can rule out network configuration/cabling/router being the problem. I
disabled my PC-cillin 2006 firewall and it made no difference. I disabled my
PC-cillin anti spyware and it made no difference. I turned off "scan
outgoing messages" in my PC-cillin AV program and it made no difference.

I've never had a problem like this before and I have spent more time
troubleshooting than I care to admit.

Any suggestions please?

Sorry, I should have been more specific. It is for an internet email account
(POP3/SMTP). I can't say I've ever used safe mode. I will have to read up
about using it. I do not have an 3rd party addins installed in Outlook.

The server connection is timing out. Increase it on the Advanced trab of
your account properties.

I don't know where you read it, but it's not something I think is likely.
I turned off "scan outgoing messages" in my PC-cillin AV
program and it made no difference.

It is, however, a good idea to refrain from scanning outgoing messages
because it's puely pointless and adds an unneeded layer between the SMTP
client and the server. If you had a virus on your PC that your AV program
was capable of detecting, you would already know before you ever tried to
send the message in the first place. In fact, scanning incoming messages is
unnecessary as well, in your case.

Well, I did get a quick email response from Trend Micro and they suggested I
turn back on my firewall and disable the "Trend Micro Proxy" service.
Imagine my surprise when doing that allowed me to send an email successfully
for the first time in days. I have not thoroughly tested this but it was 3/3
in testing last night. I did not try the /safe option as the Trend Micro
fixed worked so I stopped troubleshooting there.
