outlook 2003 setup

setting up Outlook2k3 on 2k box, install goes fine, go to
add accounts and the error: "The Action could not be completed.
The connection to the Microsoft Exchange Server is unavailable
Outlook must be online to complete this action." on all
accounts.

I have: re-installed, checked and rechecked network, DNS, DHCP
settings, rebuilt profiles and deleted and remade mailboxes.
Deleted the the outlook profile, the exchage server is 5.5.
No AD.

google returns limited hits on this error, all with no
solution. Anybody got any hints? even a resource that
enumerate *all* registry keys associated with Outlook so I can
do a clean re-install?????
