OUTLOOK 2003 SHORTCUT TOOLBAR ICON

The Office Shortcut Bar (OSB) is genrated by Office 2000
and contains shortcut icons for Word, Excel, PowerPoint,
etc. When a desktop shortcut is created for Outlook 2003
it works fine on the desktop. When that icon is dragged
into the OSB it creates a different icon (looks like an
open envelopw) that will not open the application (Outlook
2003). I have also right-clicked the OSB to customize the
toolbar and when the box for "email" is checked, the icon
that appears on the toolbar is the same as the one that
appears when the desktop icon is dragged into the toolbar
and it will not open the application. When the OSB is
selected to use the desktop icons, the icon that appears
on the OSB is the same "open envelope" icon that will not
open the Outlook 2003 application. Is there some
configuration change that needs to be made to the Outlook
Shortcut Bar to prevent this problem?

Pentium 4; 512k RAM; Windows XP Pro; Office 2000.
