Outlook 2003 Signature does not appear in email

I have a user who is having a problem with her email signature. When she
creates a new email only the link to her email address portion of her
signature will appear in any email. We deleted the signature and created a
new one and the same thing happens. If I create a signature with no email
link then nothing appears at all.

Any ideas why this might be happening and what can be done to fix it?
