Outlook 2003 signature problem

after uninstalling office 2007 and reinstalling office 2003 My outlook will
not allow me to attach a signature for both initial emails and replys. When
I try to make a new signature and add it oulook crashes and gives the
folowing error:
Faulting application outlook.exe, version 11.0.8217.0, stamp 480f95d9,
faulting module user32.dll, version 5.1.2600.5512, stamp 4802a11b, debug? 0,
fault address 0x00052dee.

I have reinstalled multiple times and I have taken office to sp3 and the
error still exists.

any suggestions?
