Outlook 2003 - Signature setting not sticking after reboot

I have a a few users where their signature settings revert back to <None>
everytime they reboot.
I have tried recreating their Outlook profile, recreated Normal.dot, and
even recreated the signature file/folder.
They only fix I have found was to re-install Office 2003, but that seems a
bit extreme. Is there another solution for this?
