outlook 2003 - slow large messages/attachments - vpn connection

Windows XP SP2, Outlook 2003 SP2 and SP3 (upgraded one problem machine
to Office SP3)

We have a user with a 10+ GB mailbox on the server. Currently, they
connect from home over a Cisco VPN connection. Out of three machines
they have at home, only one machine does not exhibit the problem of
slow message retrieval/preview in the reading pane.

What happens is, any time they change messages, if the message is
larger than a few kilobytes, it takes X amount of time for it to come
up in the preview pane. The time is proportional to the size of the
message. A message with a 1MB attachment might take 10-15 seconds
while a 4MB message could take 30+ seconds. This happens every time
even if they've read the message before. The next time you switch
back to it, it takes X amount of time again. I don't believe it to be
the speed of their home connection since I've seen them get 1MB/sec
downstream.

Their laptop being used at home will switch between any message within
1-3 seconds regardless of the size of it.

I have ruled out the Antivirus (since uninstalled it). Removed all
restricted sites. Disabled text and speech recognition. Regardless if
it's in cached mode or not, it happens. I've always explicitly tried
to force Outlook to only download the headers or download headers when
the message is greater than 10kb. Have disabled/unchecked the "Smart
Names" under Other options.

I am waiting to run the netcap utility on his problem machines. As,
when I open large messages, I do see hundreds of packets on the LAN
connection being received versus a much smaller number on the one
machine that works fine.
