Outlook 2003 slow to display messages during initial startup

Why is Outlook 2003 slow to display messages during initial startup of the
application on a brand new PC versus Outlook 2002 which displays messages
almost immediately during initial startup.

NOTE: We are using Exchange 2000 server for all our users.

Any help is greatly appreciated.

I have tried to disactivate exchange cached mode for this user with no
success. After I unchecked the exchange cached mode box, she received the
message "Microsoft Exchange server unavailable".

NOTE: This user launches a VPN connection first, then starts Outlook to
connect to the Exchange server.

However, I was successful to disactivate exchange cached mode for a NON-VPN
user here in the office.
