When I receive messages on my Outlook 2003 using an Exchange OST fil
presumably in the new Unicode format from users who send using th
simplified chinese gb2312 charset encoding, the messages often com
across as garbage (not always). When people use UTF-8 for sending t
me, I always receive the messages as intended.
Below is part of the message I received today:

Now I also have on the same Computer, same Outlook 2003 another profil
that downloads from a different account and stores messages in the olde
ANSI format .pst file.
The same message above came through correctly on that profile.
So, the same machine, same Outlook but different profiles produc
different results on the same message.
Now if someone sends to me using UTF-8 encoding there is no problem
both profiles can receive the messages and see the chinese characters.
This happens with every user in my organization that is using Outloo
2003. This does not occur with Thunderbird, web based access eithe
via Squirrelmail or Exchange OWA. I don't think it ever occured wit
Outlook 2000.
Any idea why this is happening? and what can be done to fix it beside
getting all of my users to force their clients to send using UTF-8.
