Outlook 2003 sp1: Components won't show in Tools

I have a desktop with Outlook 2003 sp1.
Project Server 2003 is at sp2a.

On the desktop, we've downloaded and installed the PWA Outlook components
multiple times and nothing shows in Outlook under Tools nor under
Tools-Options.

I have another desktop with Outlook 2003 sp2 where no problems occurred.

Is the above problem related to sp2 vs sp1 for Outlook 2003? OR is it
something else?
If something else, any hints on how to get PWA Outlook Components to install
wiill be greatly appreciated....thx.
