Outlook 2003 (Sp3) subject & content mesh

I have experience problem when receiving mail and sending mail in Chinese
character. This was not happen with my old computer install with same version
of Outlook 2003 (SP2). Can anybody help?
I found sometime the email send by sender in HTML format was changed to
Plain Text format when received by my outlook 2003 and cause mesh content.
Why this happen?
I also found if I'm input chinese charcter & English character continue
without space the conetnt sent will be mesh content.
