Outlook 2003 spam set to no filtering and exchange IntelligentMessage filter disabled, but mail stil

So what's the deal?!? I've got filtering disabled at every level that
I'm aware of, in every way that I'm aware of, and I still get email
going into the 'junk email' folder.

I have a real filtering service, how do I KILL THIS DOG?!?!?
