Outlook 2003 - Speech Recognition message

Hello,

I installed SP2 on one of the client pc's. Now every time they launch
Outlook 2003, they get this message ""Cannot start Speech Recognition, do
you want to install it now?" They do not want to install speech recognition.
How do you turn this off?
