Outlook 2003 Task

I am running OutLook 2003 on an Exchange server. After demoing some add-ins
(like 4Teaam Franklin Covey and Getting Things Done which have all been
removed) every time I create a new Task, both the "recurring task" and
"assign task" options are grayed out. I ran "detect & repair" as well as
removed and reinstalled OutLook but the problem persists. Does anyone have a
suggestion on how to correct this?
