Outlook 2003 "The object could not be found"

I'm trying to debug a call to open Outlook via a command line switch. The
switch /a is used to prepare a blank e-mail with an attachment. I am able to
reproduce the issue using the command line (yes the attachment file exists).

On a particular user's machine I do the following;
1. Open a command prompt
2. type
"c:\Program Files\Microsoft Office\OFFICE11\OUTLOOK.EXE" /a "c:\foo.txt"
hit enter
3. The following message appears. All other machines work fine.
