Outlook 2003 Toolbars Switch Position When Replying

When I click on reply in a message, the reply message window has my toolbars
reversed. That is, I want my standard toolbar on the left and my formatting
toolbar on the right (they're on the same line).

They are reversed in replies, but not in new messages.

Ideas?
