Outlook 2003 unread message status

Some of my users have added some Public Folders to the Public
Folders->Favorites folder. What seems to be occuring is the unread status on
only some of these folders do not update correctly.

For example: When testing I sent a new message to this PF and the unread
message status does not update and therefore still shows that there are no
new messages. If I then send a second message to this PF, the unread status
updates and shows that there is one unread message in the folder, but there
are actually 2 unread messages. If I keep sending messages to this PF, the
unread status is always wrong by 1.
