Outlook 2003 user does not receive meeting requests to the Inbox

Meeting requests show up in the Calendar but do not go to the Inbox. The
"Automatically accept meeting requests and process cancellations" check box
in Calendar Options > Resource Scheduling is unchecked. Any ideas?
