Outlook 2003 Visual Basic Editor will not open

I have a user trying to open Outlook Visual Basic Editor. They go to tools, macros, and visual basic editor. When they click on it, nothing happens. The editor doesn't open. What could be the cause for this? How can we open it? We have a macro that we need to install for a button..

The Visual Basic Editor could have been marked as an disabled item.
Help-> About-> Disabled Items...
