outlook 2003 will not open

I have a pc and windows xp, and all of a sudden outlook will not launch. I
got a message saying, "Outlook failed to start correctly last time - start in
safe mode?" when i click safe mode it goes through some processes, completes,
and i still an't open outlook - the screen just comes up and hangs, unopened.
when i start in regular mode the same thing happens. Thanks in advance for
help.

With Outlook closed, find and rename the outcmd.dat file to .old. Then try
opening Outlook.
