Outlook 2003 - Will not send 'new' message

Outlook will send 'reply' and 'forward' messages; but, will not send 'new'
messages'. Here are the log entries when trying to send through mail server
'gvec.net':

OK

This last entry proves that Outlook did send the message and that the server
named mail.gvec.net accepted that message and it's now the responsibility of
that server for forward the message on to the recipient. Outlook is working
correctly. Your server is not and you should be showing this proof to the
people to manage the server.

The above log line is the one that should show the sent message; but, it has
only a CR and '.' On other successful sends, that log line showed something
like
'[tx] data CR LF'

The log file never contains the message text. A period on a line by itself
means "end of message". Your PC was telling the server that it was done
transmitting the message and the server was saying "OK, I got it." The DATA
command shows quite clearly in the log. Here it is:
