Outlook 2003 Win XP Pro

When I go to TOOLS/E-MAIL ACCOUNTS I get the following message "The operation
failed due to a registry or installition problem. Restart Outlook and try
agian. If the problem persists, please reinstall." Repair, reinstall and I
get the same results.
