Outlook 2003 with Win 2000 Prof and F9 offline sync

Laptops with Win 2000 Prof (SP3 and security patches ) and Office
2003. Starting Outlook 2003 in offline mode and trying to sync
against an Exchange 5.5 server with a modem. In offline mode,
pressing F9 the first time, Outlook 2003 will sync correctly. A
message is composed with an attachment and sent(to the Outbox ).
Pressing F9 again in the same session causes a "can not connect to
public folder error message - the exchange server is unavailable
(error ID's are 0x8004011D and 0x80040115). Exit Outlook, start
Outlook again and press F9, sync will be fine. It is the 2nd or 3rd
attempt that seems to fail.
If you start the modem session first and go into Outlook in Offline
mode, you can press F9 all day and it is fine - the modem does not
connect. Only seems to be a problem when you start Outlook in offline
mode, press F9, sync and disconnect the call, then try this a 2nd or
3rd time with emails in your outbox.

Does not seem to happen with Win XP and Outlook 2003.

Any ideas would be appreciated - this issue has been in with Microsoft
since April 2nd
