outlook 2003 won't exit

We have Outlook 2003 installed on a Windows Terminal Server 2003. When you
close Outlook, the process Outlook.exe keeps on running, you have to use task
manager if you want to kill the process. Because of this, users get an error
message when they close Outlook and want to log off. The error says that some
processes are still running (e.g. Outlook.exe).

Is there a known fix for this?
