Outlook 2003 won't open after detect & repair

My emails weren't sending unless I closed Outlook 2003 & reopened. Problem
was getting more frequent. In past, the detect & repair function helped.
However, this time I tried detect & repair and now Outlook won't open at
all.
When I click on the Outlook icon I get
"Window Installer" "preparing to install" when flips quickly to "Microsoft
Office Outllook" "The operation failed due to an installation problem.
Restart Outlook and try it again. If problem persists please reinstall."
I put the Microsoft Office CD in. When trying to reinstall I get message
saying it can't find installation package. It also won't let me uninstall.

My other Office 2003 programs are also affected. For example, when I open
Access, I get a dialog box "C: Documents & Settings..." with the message
"Windows can't find 'C\Documents & Settings... Make sure you have typed
name correctly and then try again. To search for a file..." I just click
on "ok" anyway. The I get another dialog box "Microsoft Office Access" with
the message "Security Warning: Unsafe expressing are not block. Do you want
to block" and I pick "no" then another security warning comes up and I can
just open the program anyway.

What is different recently? Well, we uninstalled OmniPage 15 and installed
OmniPage 16. However, the emails not going out from Outlook 2003 without
closing and reopening Outlook has been a long standing problem before
OmniPage. But this is the first time the 'detect & repair" turned out to be
such a disaster.
