Outlook 2003 won't remember toolbar setting

I tirn off the "Standard" toolbar for the message composing window.
But the next time I start Outlook 2003 it's back on :-(

How do I make it remember (I have moved all buttons I need to the same
line as the menu, and I don't want the "Standard" toolbar displayed).

It remembers this setting for the main window...

Seems like this is an internal messup.

If I turn off the toolbar for "composing windows" the next time it iss
OFF for calendar entry. And the other way round. Seems like when
reding the stored configuration these two settings are exchanged :-(

Who do I report this bug in Outlook 2003 to?
