Outlook 2003 won't send but Outlook Express will

OS is Windows XP SP2
On my client's network, when I use Outlook Express to send email it works
fine, when I try to use Outlook 2003, I get the following error:

Task 'mail.mydomain.com - Sending' reported error (0x800CCC0F) : 'The
connection to the server was interrupted. If this problem continues, contact
your server administrator or Internet service provider (ISP).'

The settings are identical in both programs. I have tried "Detect and
Repair". I have deleted the "send & receieve" settings and created a new
profile. I have turned off all antivirus and firewall programs. In short, I
have tried basically all of the remedies I could find on this site and others.

The interesting thing is, when I create the very same email account on *MY*
office network, Outlook 2007 also works fine.

Hi Frankie,

Which antivirus program are you using, Norton, McAfee, or others?

Perform the steps below to see if it works.

#1 re-configure the email account setting
================
As it works fine in Outlook Express, I recommend you to follow the steps below to import the account settings from OE to Outlook 2003.

1. In Outlook 2003, click Tools > Email Accounts > click Next > remove the email account setting.
2. In Outlook 2003, click the File menu > Import and Export > choose 'Import internet email account setting' , click Next.
3. Choose Outlook Express and then follow the wizard to import the email account setting from OE to Outlook 2003.
4. Try to send an email in Outlook 2003 again. What is the result?

If it doesn't work, go to next step.

#2 Check the connection
======================
1. Click Start >Run. Type "cmd" (without the quotation marks) in the Open box, and then click Ok.

2. Type the following command
Telnet <incoming-mail-server-name> 110

Is the connection successful?

3. Repeat above steps and type the following command instead.
Telnet <outgoing-mail-server-name> 25

Is the connection successful?

#3 check the antivirus program
================
I understand that you have turned off the Antivirus program to test the issue. However, based on my experience, the Antivirus program
may still affect Outlook 2003 when you temp turn off it. I strongly recommend you to uninstall the Antivirus program. And then test the
issue in Outlook 2003. If it works fine now, reinstall the Antivirus program and check updates for the Antivirus program.

In case that you are still unable to send emails in Outlook 2003 after uninstalling the antivirus program, go to step 4.

#3 come into Outlook safe mode to test the issue
================
1. Exit Outlook 2003.
2. Click Start > Run > type outlook /safe, click OK.
3. Try to send an email again. What is the result?
