Outlook 2003 won't send large (>600K) attachments.

I've been using Outlook 2003 for awhile. I frequently email attachments that
are 1M to 6M. One day I notice my email with attachments are stuck in my
outbox. I contacted my ISP, and my Web Host, but neither report any
problems. Someone suggests deleting the account in Outlook and re-create it.
I do, and things work fine for a few days. Then the problem reappears. I try
to delete and re-create the email account, but this time it doesn't work.
I finally un-installed Outlook2003 and reloaded Outlook 2000. Emails w/
attachments get sent just fine. I use Outlook2000 for about a week and
really miss the look and feel of Outlook2003. So, I uninstall Outlook2000
and reinstall Outlook2003. Emails work fine for a few days, but now any
email w/ large attachment get stuck in my outbox.
I uninstalled Outlook2003 and reinstalled Outlook2000.Every time I hit
"send/receive" I get a "operation failed" error message. I've tried deleting
and re-creating all the email accounts, I've run the installation program 2
or 3 times, all to no avail.
Anyone had similar problems with either Outlook2003 or Outlook2000?
