Outlook 2003 Won't Send Messages

New installation on Win2000Pro workstation implemented
from installation of Win2003Server. Messages/address
books imported from earlier functioning Outlook Express
installation. Mailboxes are correct (POP/SMTP/Passwords).
This installation will not send any message. When
composing message, the SEND button is not in the tool
bar. When the message is moved to the Outbox and
SEND/RECEIVE button clicked, Outlook receives messages
fine, but outgoing messages remain in the folder.

Suggestions how to kick start the out box greatly
appreciated.
