Outlook 2003

I have installed Microsoft Office 2003. Everything is great except with
Outlook. When I click to open I get the following message, "You need
Microsoft Internet Explorer 4.01 or later to use this feature. You can
download the latest version of Explorer at microsoft.com." I have downloaded
IE 6. And no change - same message. I reinstalled Office - same message. I
used the repair function in Office - same message. Why doesn't Outlook
recognize that I have the requisite IE and/or how do I fix this?
