No, you can password protect all of Outlook but:
1. Once Outlook is open, anyone with access to your computer can do what they want
2. Outlook offers no per folder password
3. Your best bet to keep prying eyes out of your email is to set a password protected screensave and then C+A+D and hit enter when leaving your computer.
