Outlook 2007, after shutting down it will not restart

Running Vista Home Premium. Outlook will not start back up after it has been
shut down without doing a restart for the PC. Additionally the PC is very
slow to restart only after I have tried restarting Outlook, otherwise it will
restart as expected if I have not tried to restart Outlook.
Recently incoming messages have hung, Outlook will not receive them, this
happens sporadically.

Are you sure Outlook is actually shut down? Check your task manager and look
for outlook.exe still running in the processes.

If you find this is happening, there are several things that might hold
Outlook open even though you think you've exited the application. Antivirus
is one culprit, FAX software, synch software (for a handheld), etc. You can

Outlook shuts down when I put the curser on the "send" box. On going doesn't
stop. I copied and created a "send 1" box and the same thing happens. Have
run the repair option and it still will not allow me to look into the send
box.

A shut down and a quick restart. Send error resports nothing comes of it.
Any ideas anyone?

I found the cure!

Open "send" in a new window. Works fine.

Next time around, it opened okay in the original window.

Just an oversecurity flake I think.
