Outlook 2007 All Mail goes to junk mail

My outlook 2007 program is set up not to auto block any mail unless the
sender in on the blocked list. However, ever email I recieve goes to Juck
mail until the send is on my saft list. I have the button check under Junk
e-mail options. "No Automatic Filering, Mail from blocked senders is still
moved to the Junk e-mail folder" Is there a way to fix this problem so only
the blocked senders list gets blocked?
