Outlook 2007 and HTML emails

Outlook 2007 seems to be behaving very inconsistently with HTML emails. I
send HTML-formatted emails from a broadcast email program and receive them
just fine. But an HTML-formatted "welcome message" from that same broadcast
email program always arrives as an attachment, rather than in the body of the
email like other HTML emails I receive.

Those welcome messages are the only HTML attachments I ever receive ... but
other people in my office receive those HTML welcome messages in the body, so
it's not something about the welcome messages themselves!

The only thing I can think of is that the welcome messages come from a
different email address. Is there some setting, perhaps, for allowing me to
receive HTML emails from a specific email address?
