outlook 2007 and it won't import new email, "server forbidden"

Outlook 2007 won't import new email from my msn email account. Also when I
try to delete old items it says "the server responded forbidden". I've
double checked that my password is entered correctly and it still doesn't
work.

To continue to receive e-mail from your Hotmail account, you need to select
one of the methods below to connect to Hotmail. After September 1, 2009 new
e-mail can only be delivered to your mail programs through the following
solutions.

If you use Outlook 2003/2007, you can download the free Outlook Connector to
continue receiving Hotmail. If you're using Outlook 2002, you will need to
change the account to use POP3. If you use Outlook Express to view Hotmail,
you can choose between downloading Windows Live Mail (free) or reconfigure
